Stakeholder Partnerships

Years before The Speed of Trust, we were doing it. In 1986, Bill Gray's first contract was secured because of his history of trustworthiness. Over the past decade, this trust helped Bill form the Friends of the Caldecott, an ad hoc group of business, labor and transportation leaders that lent critical support to one of the Bay Area's premiere projects, the new Fourth Bore of the Caldecott Tunnel. At the November 2014 ribbon cutting, several of the dignitaries present recognized Friends of the Caldecott.

In addition, when early funds were running out and work on the Fourth Bore was suspended, CCTA retained us to help develop a strategy to get the project moving again. Bill and Leo helped craft and implement a Memorandum of Understanding (MOU) that defined a new cooperative and flexible approach to funding and developing the Project. The joint project organization included the first formally structured Executive Steering Committee (ESC), comprised of the Executive Directors of the CCTA and the Alameda County Congestion Management Agency along with the Caltrans District Director. Together, they provided direction to the project team made up of Caltrans, CCTA and consultant staff. The project opened successfully in November 2013 within the original budget and schedule set by the ESC.

Today our clients call upon us to resolve their thorniest issues, because trust has made it possible for us to help them create significant stakeholder partnerships that help deliver projects and programs.

When the Transportation Agency of Marin, the Sonoma County Transportation Authority and Caltrans encountered difficulties in developing the Marin-Sonoma Narrows Project, they asked Gray-Bowen-Scott for help. Building from the Caldecott model, Bill and Leo helped the three agencies work through their differing objectives to form an ESC of their own.
