San Mateo County US-101 Managed Lanes

The San Mateo US-101 Express Lanes Project is a multi-year, multi-agency project conceived to reduce traffic congestion and encourage carpooling and transit use on U.S. 101 in San Mateo County. The primary goal of the project is to move as many people as possible within the corridor without reducing the number of general-purpose lanes. When complete, the project will create 22 miles of express lanes on U.S. Highway 101 from I-380 in San Bruno to the San Mateo County/Santa Clara County line, in both directions connecting seamlessly to the express lanes being constructed in Santa Clara County.
Gray-Bowen-Scott was retained to provide project management, project controls and environmental clearance guidance on this high-profile project. Our team’s focus is managing the traffic, toll system, and public outreach teams, as well as providing project controls to manage the project’s scope, schedule and budget. The project’s complex funding structure requires a system to properly monitor and report expenditures across four agencies, each with their own accounting systems. To meet these conditions, Gray-Bowen-Scott lead the configuration and implementation of e-Builder®, a database project controls tool, for the purpose of capturing and monitoring project costs and expenditures by fund source, a requirement of the various grantors. In addition, the GBS team trained the Construction Management Team in the use of e-Builder® so that the needed financial data can be captured in the field. The project touches twelve cities in the county, making the public outreach effort significant. Gray-Bowen-Scott’s efforts to collaborate with the public and local stakeholders to resolve environmental and other public concerns, have enabled the team to release the Draft Environmental Document ahead of schedule. We look forward completing the entire project and opening San Mateo’s first express lane.
